项目摘要

2022（令和4）年度は、前年度に引き続き、定置網漁業の現状と課題を整理し、水産加工業の基盤となる地場のサケ、サバなどの魚類及びトラウトサーモンの海面養殖の結果を検証した。まず、事例地域の主な収入源である「定置網」の現状は、2021（令和4）年に引き続き「秋サケ」の漁獲量は不漁であった。岩手県の「秋サケ」漁獲量は、289tであり2021（令和3）年の245ｔとほぼ同じ水揚げ量であった。この水揚げ量は、2001年度（24,462t=100）を基準年とするとわずか、1.18%であった。同じく、北海道（同51.5%）、青森（同12.8%）と比べて極端に漁獲量が少ないことがわかる。そのため、事例としている宮古漁協（「みやこ漁業だより（2023年1月発行）」）の「秋サケ定置漁業」の実績は、1万尾（2,000万円）という厳しい状況を示している。このような状況のため、分析対象としてきた宮古管内の水産加工業社の原料調達機能に課題が生じていることが示唆された。この状況を解決するために実施されている、宮古漁協と三陸やまだ漁協のトラウトサーモン養殖（海面養殖）の取組は、2021年に引き続き、平均単価がそれぞれ、1,036円/kg（宮古漁協）、1,200円/kg（三陸やまだ漁協）となった。この値は、2021年800円/kg（トラウトサーモン、宮古産）であったことを考えると相対的に高い価格であると言える。なお、宮古漁協は、200tを生産計画に掲げており、2022年度の実績が1.12億円となった。定置網による秋サケの実績が2,000万円であったことを考慮すると、基幹的な魚種とは言えないまでも新たな収入源になる可能性を示唆した。さらに、事例としている三陸やまだ漁協では、50tと先行する宮古より漁獲量が少ない事例であるが、海面養殖の生産システムを構築しつつあり、今後の展開が期待される。
