今年度は、伝統工芸や博物館に焦点を絞り、観光政策との連携を探った。伝統工芸の生産額は一般的には減少傾向にあるが、統計データをよく見ると、2010年頃から生産額が再び増加している分野がある。刃物もその1つである。打刃物は刀製作の技に由来する。その技は無形文化財に指定され、また、打刃物は経済産業省の伝統的工芸品にも指定されている。伝統工芸の技を継承する刃物生産の中でも、包丁や大工道具は輸出量も増加し生産額も伸びている。なぜ、このような変化が起こったのか、統計データと現地調査により変化の要因を分析した。その結果、伝統工芸の分野において、伝統的な技を使った新製品の開発、海外市場の開拓とともに観光との連携が始まっていることが明らかになった。研究の成果は論文として公表し、また、海外展開に焦点を合わせて、文化経済学会大会でも発表した。博物館に関しては、博物館法の改正やICOMにおける博物館の定義の更新等、新たな動きがあり、観光との連携も、その１つである。博物館は、社会教育施設であるという従来の定義に加え、より積極的に社会課題に向き合うことが求められるようになった。OECDとICOMが作成したガイドでも、地方自治体が博物館の潜在力をより引き出し、都市・地域政策に位置づけることを求めている。今年度は、博物館関係者と共同研究を行う機会に恵まれ、博物館財政の問題や、博物館の潜在力について日本の事例に即して研究を行い、その成果を冊子（『博物館の可能性－持続可能な未来を推進する地域発展のために－』にまとめることができた。この冊子は文化庁のサイトにも掲載されている。更に、観光政策と地方財政の関係について、地方財政学会大会においてシンポジウムの企画とモデレーターを担当した。観光客が多い京都市がなぜ財政赤字に陥ったのか、宿泊税の効果、今後求められる文化観光のあり方とは等について議論した。
