项目摘要

本研究は、移民送出国家による自国出身海外在住者及びその子孫の活用戦略である「ディアスポラ戦略」という概念を援用し、日本政府による海外日系人への継承日本語教育支援政策を分析した研究（Motobayashi 2015, 2016）を発展させるものである。これまで、日本外交における日本語教育政策研究においては、主にソフトパワー戦略の観点から海外日本語振興政策について一定の知見が積み上げられてきたが、ディアスポラ戦略的側面についてはあまり検討されていない。本研究では、複数の日本語教育施策の分析を通し、「ソフトパワー戦略的日本語教育」と「ディアスポラ戦略的日本語教育」の比較検討を行うことで、言語政策におけるディアスポラ戦略とソフトパワー戦略との相互補完性を検討する。また、「ディアスポラ戦略的日本語教育」へのボランティア参加者の分析を深化させ、個人と政策との関係性（課題２）を考察したい。本研究の課題１（ディアスポラ戦略とソフトパワー戦略との共時的比較）においては、日本語教育が日系人政策および文化外交の中にそれぞれどのように位置付けられているかについて検討する。これにより、よりソフトパワー戦略的な日本語教育と、ディアスポラ戦略的な継承日本語教育との相違点、共通点および相補性について明らかにしたい。課題２（ディアスポラ戦略に関わる個人の通時的分析）においては、インタビューデータの分析を行う。この分析をもって、当該ボランティアへの参加前、参加中、参加後の個人の軌跡を丁寧に掘り下げ、政策が個人に及ぼす実際の影響を明らかにしたい。

This study is an analysis of Japanese language education support policies for overseas Japanese residents and their descendants in countries where immigrants are sent (Motobayashi 2015, 2016). The Japanese Language Education Policy Research Center in Japan's Foreign Affairs Department is located in the center of the Japanese Language Education Policy Research Center. This study aims to analyze the policy of Japanese language education, and to compare and discuss the policy of Japanese language education. "Japanese Language Education" is a topic of discussion on the relationship between participants, individuals and policies. Topic 1 of this study (Comparison of Japanese Language Education Policy and Cultural Diplomacy): Japanese Language Education Policy and Cultural Diplomacy Japanese language education is the most important aspect of Japanese language education. Topic 2 (Analysis of personal communication time) The analysis shows that before, during and after the participation, the individual trajectory, the policy, the individual and the actual impact of the participation are clear.
