项目摘要

本年度は、全世代型社会保障政策における年金制度改革の動向とその課題について検討を行った。全世代型社会保障政策は保育サービス整備、仕事と子育ての両立環境整備、被用者保険の適用拡大、圏域ごとの介護サービス基盤整備、介護離職防止、家族介護者への支援など、いわゆる「働き方改革」を進めることで少子高齢化による労働力人口減少を補い、社会保障の負担の担い手を増やす方針が打ち出されている。このような施策は急速に進む日本の社会保障制度の持続可能性を担保するうえで有効であり、また女性の社会進出にも寄与すると考えられる。一方で、2012年に行われた社会保障と税の一体改革は、社会保障制度による最低生活保障機能の強化を目的としていた。その背景には、社会保障制度による所得再分配効果が十分に発揮されず、特に単身高齢者層において低年金を伴う深刻な貧困問題が生じているという問題があった。その後、日本の人口全体の相対的貧困率は若干の改善が見られたが、高齢者の貧困率はいまだに高い状況にある。しかし、現在進展中の全世代型社会保障政策では、このような高齢者の貧困問題に関心が向けられていない。そのため高齢者の貧困問題と、生活構造を介して生じると考えられる医療や介護のサービス受給場面における問題把握を目的として分析を行った。その結果、自覚症状がありながらも医療の受診を控える高齢者が増加していることや、高齢な家族介護者が自身の健康や介護に関する不安を抱えているといった生活問題が生じていることが明らかになった。

This year, the trend of pension system reform in the whole generation of social protection policy is discussed. Generation-wide social protection policies include conservation and service development, environmental protection for employees and children, application of consumer protection, institutional and service development, prevention of unemployment, support for family caregivers, advancement of "social security reform," compensation for underpopulation, and increase in social protection burden. This policy is rapidly advancing and the sustainability of Japan's social protection system is guaranteed. In 2012, the reform of social protection and tax system will be carried out to strengthen the minimum living security function of social protection system. The background of the social protection system is the redistribution of income. After that, the poverty rate of the Japanese population as a whole has improved somewhat. The whole generation of social protection policy is in progress. The problem of poverty, the structure of life, the problem of medical care, the problem of access, the problem of purpose, the problem of analysis As a result, the symptoms of self-injury increase, the number of patients receiving medical treatment increases, and the number of family caregivers who are concerned with their own health care increases.
