本年度は、明治期の中央政界における対外硬派・進歩党系勢力の動向について、犬養毅の政治動向・政策構想に注目して明らかにした論文を発表した。また史料調査についても、1～2年度目と同様、岡山県のみならず関西・関東地方の資料館・文書館を中心に継続的に進めた。具体的な研究成果と実施した調査は、以下の通りである。まず「日清戦後の対外硬派」（『日本史研究』685号、2019年）は、京都府京丹後市教育委員会所蔵「稲葉家文書」に含まれる新出史料「大手倶楽部報告」を用いて、日清戦後に対外硬派勢力が薩摩閥の元老・松方正義に政治的に接近していく過程を明らかにした。この成果も踏まえ、「犬養毅の対外論」（瀧口剛編『近現代東アジアの地域秩序と日本』大阪大学出版会、2020年）では、明治中期における犬養毅の対外論に着目して、犬養の国家構想が北清事変期に「支那保全」＝貿易立国構想として整理されていくことを解明した。このように、本年度は、当初の研究計画通り、中央政界における犬養・対外硬派勢力に関する分析を進め、２本の学術論文を発表することができた。この２論文を準備する過程では、内務省研究会、大阪大学政治史研究会、第四回東アジア日本研究者協議会国際学術大会など、複数の学会・研究会で口頭報告をおこなった。そうした場で明確となった課題を克服するべく、史料調査を継続しておこなった。具体的には、東京大学大学院法学政治学研究科附属近代日本法政史料センターや岡山県立記録資料館、岡山県立図書館、野崎家塩業歴史館で、犬養毅や犬養の政治的支援者、岡山県内の有力政治家の史料を閲覧・収集した。
