報告者は、博士2年の年次計画において、次のような実績を上げた。まず、2022年度では、1950年代の内モンゴルにおけるモンゴル語教育の状況を、農耕地域と遊牧地域と分けて分析する方向で進めた。内モンゴル地域の興安盟を選定し、学校教育普及における政策や統計上の変遷を追った。その中で、「整理と向上」によって民族語教育に資する民営の小学校がとりわけモンゴル人の集中地域で相当統廃合されていた実態を抽出した。その成果として、京都大学大学院教育学研究科の紀要に「1950年前後内モンゴル東部地域における学校教育と民族自治―興安盟における小学校の「整理と向上」に着目して―」として掲載予定になった。修士論文から扱ってきた戦後内モンゴル自治運動の中心的人物ハーフンガーが、1954年に第一回内モンゴル自治区民族教育会議で行なった報告の位置づけについて、分析を行なった。その過程で『内蒙古日報』を活かし、1950 年代前半内モンゴル地域における初等教育の状況を整理した。そして、ハーフンガーの報告の位置づけを明確にするため、53 年モ ンゴル語事業会議における胡昭衡（中共の漢族幹部）の発言と比較分析し、「先進=漢族/少数民族=後進」構図の強化につながる胡昭衡の発言と対照的に、ハーフンガー の報告には「先進」という要素を普遍的観点から考察し、「国家の主人公」という言葉でモンゴ ル人の民族的主体性を擁護し、漢語優位の体制を相対化する契機として位置づけた。さらに、政府機関が漢語のできない卒業生を採用しないことを批判する一方、農耕・遊牧地域を問わず小学 校の最初の 4 年間をモンゴル語専用の体制とし、そのために「分校分班」の徹底で言語による民 族間の別学を推進したハーフンガーの試みの位置づけを、モンゴル語教育の公用語化につながる試みとして改めた。成果を『日本の教育史学』に投稿した（報告提出時点で審査中）。
