项目摘要

本年度は、少人数の会議における望ましい投票ルールを明らかにした。専門家会議や委員会のような人数が少ない集団的決定においては、投票者の利害が一致しているとは限らない。例として、ある政策の実施を会議で決めている場合を考えよう。この政策によって実際に誰が得をして損をするのかは投票の段階では不確実である。その政策によってメンバー全員が得をするかもしれないし全員が損をするかもしれない。また、一部のメンバーのみが得をし他は損をするかもしれない。全員が得もしくは損をする場合は会議の利害は一致しているが、一部のメンバーのみが得をする場合は利害が対立している。このように、政策の受益者が不確実なせいで潜在的に利害対立を抱えている会議においては、投票前の話し合いで情報共有することによって不確実性を解消することが、望ましい決定を下すために重要である。では、投票ルールをどのように設定すれば、話し合いにおける情報共有を促進し望ましい決定を下せるのか。本年度は、少人数の会議においては、投票ルールを少数派に有利なルールに設定することで、話し合いにおける情報伝達が最も促進されることを示した。具体的には、少数派が好む選択肢が勝つのに必要な閾値が少数派の割合と等しくなるような投票ルールである。例えば、少数派の割合が1/3だった場合、票を1/3さえ獲得すれば少数派が勝てるような投票ルールにすることで、少数派のメンバーも全員にとって有益な情報を投票前に正直に話すようになる。この結果は、潜在的な利害対立を乗り越えて、情報共有を促進し望ましい決定を下すための制度設計の指針となる。この結果を計量・数理政治研究会(JSQPS)2023年冬季集会において発表した。
