Investigation on Human Security Aspects of Post Disaster Resettlement

本项目调查了宫城县、印度尼西亚班达亚齐、斯里兰卡加勒市和中国四川省汶川县的移民安置过程。进行了文献和实地调查。在调查的基础上，本研究记录了以下观察结果。从低地到高地重新安置是创建抗海啸社区的方法之一。虽然重新安置非常重要，但在执行政策之前，需要考虑一些因素，如社会、文化、经济和政策背景。居民参与式规划是创建抗海啸社区的关键成功。社会文化层面，例如面对海啸的经验和意识、受灾人士的风俗习惯和信仰，是规划时须考虑的非常重要的因素。重新安置对受灾人口的占用造成不利影响，因此，这一因素应引起决策者的高度重视。

Resettlement process in Miyagi Prefecture, Banda Aceh in Indonesia, Galle city in Sri Lanka and Wenchuan County in Chinese Sichuan Province was investigated in this project. Literature and field surveys were carried out. Based on the investigation, this study records the following observations. Resettlement from low to higher ground is one of the approaches in creating tsunami-resilient community. Although resettlement is very important, some of considerations, such as social cultural, economic and policy context need to be addressed before implementing the policy. Residents participatory planning is a key success in creating tsunami-resilient community. Social cultural dimension, such as experience and awareness in facing tsunami, customs and beliefs of the disaster-affected people, are very important factors to be considered in planning. Resettlement adversely affects the occupation of disaster-affected people, hence, this factor should be given much attention of decision makers.
