本研究は、立地適正化計画策定を機に取り組んできた都市・地区レベルの様々な空間計画等との連携・調整における実際の経験をもとに、持続可能なコンパクト化に向けた都市の空間計画の連携・統合システムの提示を目指すものである。そのために、全国アンケート調査から連携・調整実態を把握した上で、先進事例の具体的な連携・調整内容、課題と工夫等を明らかにし、その可能性と課題の分析から連携・統合システムを具体化する。2021年度は、まず、2021年4月1日を基準に立地適正化計画の策定・公表後、1年が経過した320都市を対象に、用途地域と誘導区域のGISデータを用いて都市機能誘導区域及び居住誘導区域と用途地域との空間関係を分析し、各誘導区域にどんな種類に用途地域がどの程度含まれているかを把握した。その結果、全体傾向として居住誘導区域は元の用途地域と類似した構成割合となっており、都市機能誘導区域は商業系用途地域を中心に区域設定がされていたが、都市機能誘導区域内にも都市機能の立地誘導が難しい用途地域も2割ほど含まれていた。これらの情報を、各都市別に整理し、クラスター分析を行った。次に、320都市を対象に実施した全国アンケート調査から、立地適正化計画策定後における都市計画に関連する計画の見直し実態を把握した。とりわけ用途地域の場合、全体の1割弱のみが用途地域見直しを行っており、立地適正化計画によって集約型都市構造を目指すとしても土地利用規制の見直しまで行っている都市は少なく、まだ土地利用規制との連携は積極的ではない状況を確認した。これらの内容の一部を査読論文として投稿しており、また日本建築学会大会（2022年度）で発表する予定である。
