项目摘要

本研究は，繁忙期の一時的な労働力不足の緩和・解消が産地の喫緊の課題となる中，JAグループが都市住民を含めた多様な主体の労働参加を促進する「労働力支援プラットフォーム」としての役割を期待できるのではないかという仮説のもと，その機能を発揮するためには，現状どのような課題や障壁が存在するのかを明らかにするとともに，プラットフォーム構築の要点を解明することを目的としている。当該年度は，特にパートナー企業との連携による農作業受委託形式での労働力支援の展開に焦点を絞り，調査対象の一つである「JA全農兵庫と各農協および各関係主体」に対して，継続的な聞き取り調査と現場視察を実施した。調査からは，連携のフェーズごとに対処すべき課題が異なる点が明らかになる一方で，生産者からはJAグループが労働力支援に積極的に取り組む意義について，高く評価する声が確認できた。なお，パートナー企業との連携における具体的な課題としては，①委託元の農家とパートナー企業との円滑なコミュニケーションの方法，②作業現場で各作業員に指導する作業リーダーの配置とその育成，③パートナー企業にとって事業として成立するだけの農作業委託量の確保とそれを担う作業員の確保，④作業員の募集（応募者の面接など）を行うとともに，現場への送り出し拠点となる事務所の確保，⑤他の労働力確保の手段と比較し，費用対効果で農家にメリットのある適切な料金設定の検討，の5点が明らかとなった。

In this research, while alleviating the temporary shortage of labor during busy periods and solving the problem of tight production areas, JAGELLE can promote the participation of a wide range of subjects including urban residents in the labor support program. The appropriate material setting shall be discussed at the same time.
