本研究は、湿地の保全と経済的活用における、優良事例と非優良事例の比較分析を通じて、湿地の保全と経済的活用の両立を促す協働の促進要因・阻害要因を明らかにすることを目的としている。そのため、自然環境の保全・管理・利用におけるステークホルダーの参加や協働、利害対立の解消等といった観点で過去に行われてきた国内外の先行研究のレビューを通じて、分析枠組みの構築を行った。また、環境省がラムサール条約事務局に提出している「ラムサール条約国別報告書」や"Information Sheet on Ramsar Wetlands (RIS)"などの報告書、各ラムサール条約登録湿地の管理を担当している自治体や、保全活動などを実施しているNGO・NPOなどが公開している報告書、研究協力機関である日本国際湿地保全連合（Wetlands International Japan）、ラムサールセンター等の関係者からのヒアリング、現地調査等を通じて得た情報・データなどを用いて、全国のラムサール条約登録湿地の中から、保全と経済的活用の両立という観点での優良事例・非優良事例の選定を行った。ラムサール条約登録湿地における現地調査・関係者へのインタビュー調査が、新型コロナウィルス感染拡大の影響などを受け、遅延していたが、最近、調査を再開している。
