自治体の広報活動では多くの写真を扱う。主に広報紙での利用を念頭に撮影されるそれらの写真は，視点を変えれば地域の日常を記録した文化資源である。しかしながら写真を資源として利用するには課題がある。それが肖像権を中心とした権利処理である。本研究では，自治体が広報活動で扱う自治体広報写真の資源化に向け，その権利処理方法の構築を目指す。2022年度は，昨年度実施した自治体広報部門へのヒアリング調査とその分析結果をもとに，具体的な権利処理方法のプロトタイプ構築を含め自治広報活動の現場において試行調査を予定していた。そこで対象となる自治体の選定を行い，当該自治体から実施に向けた承諾を得て準備を進めた。しかし，新型コロナウイルス感染症の影響等により実施時期を逸したことから当初計画を1年延長した。併せて，写真の肖像権処理に関する文献調査等を進めつつ，昨年度に実施した自治体広報紙の掲載写真を対象とした定量調査に関し，データの精査と調査手法の改良を進めた。肖像権処理はデジタルアーカイブを念頭にしたガイドラインが発表されるなど近年新たな動きが見られるが，実現化には実施に掛かる作業量が問題になり得る。そのため自治体広報写真のうち，肖像権処理が発生し得る人物写真の比率等を明らかにし，具体的な作業量を検討することでより実現性の高い権利処理方法が構築可能になると考える。そこで公開済みの自治体広報紙に掲載された写真を対象に，機械学習を用いた調査手法を構築したが精度が不十分であったため，精度向上に向けた改良を進めた。またその過程で今後，同手法の応用により自治体広報写真の状況を広範に調査する見通しを得ることができた。
