本年度は12月と3月の2度にわたり、南アフリカ共和国における文書館史料調査を実施した。1920年代から1960年代までを扱う通史的な研究課題のなかで、本年度は女性職工の育成の黎明期にあたる1920年代に限定して、当時の南アフリカ連邦の西ケープ州における女子徒弟育成に関する史資料を収集した。とくに重要な現地調査の成果には、西ケープ公文書館に所蔵されていた特殊資料である、NICROアーカイブにたどり着けたという点が挙げられる。同史料は、1920年代の女子の中等教育退学児童の徒弟への就労能力を計測しようとした当時の大学・労働関係省庁・児童保護団体間の議論を収録した特殊資料群である。女子職工の技能育成を扱うにあたり、調査中は「なぜ女子の就労にいたる社会経済的障壁が男子のそれよりも高いのか」という問題を、技能教育を専門とするテクニカル・スクールに限定せず、中等教育退学者を収容し同じく技能教育をになった産業学校との関わりで考察した。研究計画調書の上では見通せていなかった論点ではあるが、徒弟教育がすでに制度化されている1920年代の男子職工とのちがいを明らかにする上では、未整備であった女子の就労支援環境という非常に有益な視点を得ることができた。本年度末にこれらの調査成果は研究ノート「南アフリカ産業学校史試論――1920年代西ケープにおける女子の保護を中心に」『千葉経済論叢』第６８巻（未公刊）にまとめられた。この論稿は、1920年代の女子就労支援団体関係者が、犯罪学での予防理論からくる児童保護と女子の就労能力開発を結びつけ、福祉政策の一環として活動していたことを論じている。次年度は、①産業学校より遅れて制度化される女子テクニカル・カレッジとの間で、いかに教育内容がすみ分けられていったのか、②そのすみ分けのなかで機械操作を伴う技能育成を促進する言説がどのように生じたのかを調査する。

This year, we conducted a survey on the historical materials of the Ministry of Foreign Affairs of the People's Republic of China from December to March. The research topic of general history from 1920s to 1960s, this year, the dawn period of female employee's cultivation, from 1920s to 1920s, and the collection of historical data on female apprentice's cultivation in southern China and western China. The results of the investigation are as follows: In the same historical data, the student's ability to study in secondary education of girls in the 1920s was measured, and the relationship between college and university was recorded. The skills development of female employees is a key issue in the survey. The social barriers of female employees are different from those of male employees in the survey. The skills education is a key issue in the survey. The secondary education dropouts are also included in the survey. The research plan is to institutionalize the education of male workers in the 1920s and to support the environment of female workers in the 1920s. The results of the survey conducted at the end of the year were studied in the "History of South China Industrial Schools-Women's Protection Center in the West in the 1920s""Chiba Industrial Studies Series", Volume 68 (unpublished). This paper discusses the relationship between women's social support and criminology in the 1920s, and the development of women's social support and welfare policies. In the next year, the following research will be conducted: (1) Institutionalization of industrial schools for women's education;(2) Promotion of mechanical operation; and (3) Promotion of skills development.
