本研究は、自動運転車のレベル4(部分自動運転)における各関与者の義務と責任を措定することを目標とする。日本は、混在空間(人、一般車、自動運転車が混在する交通空間)におけるレベル4の社会実装を2025年に控える。行政側の指針では、明確な関与者の体制・義務などは明らかとなっていない。本研究は、混在空間におけるレベル4自動運転の社会実装に向けた喫緊の課題(遠隔監視者、製造者、運行者、乗客に 求められる法的義務は何か、また、事故発生時に各関与者に刑事責任が生じるか、ならびに、生じるとした際の刑事責任の内容は何か)に対して、各関与者ごとに必要な対策(遠隔監視者の規定、運行者として留意すべき恒常的な業務内容の確定、製造者が運行者および遠隔監視者に対してとる措置・連携、乗客への車内マニュアルと事前説明)を提示する。本年度では、実際の実証実験への参画（お台場、羽田、柏の葉）を通じ、遠隔監視で監視者に必要な知識・経験および監視体制について検討を深めた。また、オペレーター業務に関するドイツ側の施行規則なども調査した。さらに、2023年4月1日より施行される道路交通法の施行規則等の分析を深めた。
