本研究では、人的資本の視点から、中等教育段階における教育政策が、低所得層の子どもの教育成果に及ぼす影響について検証する。本研究は、日本の子ども貧困に着目し、日本の中等教育段階における教育政策の貧困世帯に対する効果の存在や大きさを明らかにすることで、世帯所得の異質性を考慮した中等教育段階における教育政策へ評価した上、子どもの貧困状況の改善に資する政策的含意を得ることを目的とする。具体的には、子ども貧困の問題への対処のための学校教育に関する支援政策などに着目し、人的資本の蓄積が重要な中等教育段階の子どもの貧困への解消との関係を、世帯レベルにおいて検証する。そのため、本研究では、（テーマ１）貧困児童の支援を目的とする国内外における政策の効果のサーベイを行うことと、人的資本の視点から、（テーマ２）中学校の食育の推進に関する支援政策の効果を検証すること、ならびに（テーマ3）高校無償化政策に着目し、貧困世帯に対する教育支援策の効果を明らかにする。本年度は、（テーマ１）については、貧困児童の支援を目的とする国内外における政策の効果のサーベイを行い、学術論文としてまとめた。（テーマ２）について、日本給食制度や変更の経緯の調査を収集しただけではなく、食育支援政策の効果を評価するための分析手法の確認作業などを行った。（テーマ3）について、入手済みの政府統計データの調査票情報を利用し、データの接合を進め、簡単な集計を実施した。

This study examines the impact of education policies on the perspective of human capital, education outcomes at the secondary education level, and education outcomes at the lower income level. This study aims to clarify the effects of poverty on education policies at the secondary education level in Japan, and to explore the implications of policies to improve poverty in education policies at the secondary education level, taking into account the heterogeneity of world income. Specific support policies related to poverty alleviation at the secondary education level are aimed at improving human capital accumulation and poverty alleviation at the secondary education level. This study aims to examine the effects of policies on poor children at home and abroad from the perspective of human capital, and to examine the effects of policies on the promotion of food and education in middle schools. This year's policy results and academic papers will be published in the Ministry of Education. (2) Survey of Japanese food supply system and improvement, evaluation of results of food and education support policy, and confirmation of analytical methods (3) The use of survey ticket information, the integration of data, and the implementation of simplified data collection.
