現代日本の農山漁村の維持・振興において、子育て支援や住宅支援など、地域への移住定住を促進するための様々な支援が自治体レベルで講じられている。各支援メニューに関する研究は多く蓄積され、それらをもとに具体的な政策が立案されている。しかし、その一方で、地域に居住する未婚者への結婚支援については十分に研究が進められてきたとは言い難い。このことにより、地域の維持・振興における結婚支援の位置付けが曖昧となり、他の支援メニューとは切り離されたものとして位置付けられている現状にある。そこで本研究では、これまで進めてきた北海道内の結婚支援事業に関する調査を踏まえ、北海道外の自治体、地域協議会、NPO法人への聞き取り調査を行った。具体的に調査を行ったのは鳥取県、島根県、茨城県での現地調査、NPO法人全国地域結婚支援センターである。なかでも重要なのは、移住定住政策の「老舗」として位置付けられる島根県である。島根県では、死亡数が出生数を上回った1992年を人口定住元年と位置付け、移住定住政策の実行プレーヤーとしての「ふるさと島根定住財団」を設立した。島根県では、この定住財団を中心に市町村や島根県建築住宅センターをはじめとした関係団体と連携し、施策を推進してきた。現在の施策の中心となるのは、1996年に開始した「UIターン産業体験事業」と2006年開始の「無料職業紹介事業」である。定住政策は、就業や住居、教育や医療などを含む総合的な観点から行われる必要がある。結婚支援もその一環である。島根県では2015年に（一社）しまね縁結びサポートセンターを設立している。当センターでは、縁結びボランティア「はぴこ」によるサポートと、有料会員制結婚支援システム「しまコ」を両輪に、結婚を希望する未婚者への支援を行っている。今年度は、当初の予定通り、国内の先進事例の調査・考察を進めることができた。
