项目摘要

本研究は、中国の二度の感染症対応に着目し、権威主義国家と市民社会の関係の変化を考察することによって、その医療・公衆衛生政策の構造的問題を明らかにすることを目的とする。具体的には、三つの段階に分けて研究を進める予定である。１、中国の医療・公衆衛生政策、市民社会の発展、それから感染症対応における政党、官僚制と市民社会の関係などに関して、先行研究の把握と資料の収集を行い、本研究の問題意識に適用できる既存の理論または競合理論の有無を確認する。２、可能な範囲で、SARS対応とCOVID-19対応に当たった党、行政、市民団体の関係者を対象にインタビュー調査を実施し、感染症対応における党、行政、市民団体の取り組みとその相互関係を把握することによって、感染症対応をめぐる政策過程の実態を考察する。３、可能な範囲で一般市民を対象にオンライン調査を実施し、感染症対応における党、行政、市民団体の取り組みに対する一般市民の認識を把握する。上記の作業を順次実施することによって、権威主義国家と市民社会の関係の変化、またその医療・公衆衛生政策の構造的問題を明らかにすることを試みる。本年度は、当初の研究計画通り、１のうち、中国の医療・公衆衛生政策と市民社会の発展に着目し、先行研究の把握と資料の収集を進めた。データベースで入手可能な文献、資料のほか、2023年2月に現地で文献調査を行った。その結果、先行研究の蓄積を確認できた一方で、現時点では本研究の問題意識に適応できる既存の理論的枠組みの欠如が明らかになった。

This study aims to explore the relationship between the second infectious disease in China and the transformation of civil society in a repressive country. Specific research on the three stages of the three stages is carried out. 1. The above work is carried out in order to clarify the problems of the transformation of relations between the democratic state and civil society, and the structure of public health policies. This year, we will continue to focus on the development of China's medical and public health policies, grasp of advanced research, and collection of data. We will start the research on possible documents and data, and conduct a literature survey in February 2023.
