アンシャン・レジーム期においても革命期においても、食糧供給問題に関するパリの特権的地位は守られていた。他のどの地域よりも、パリの食糧を確保することが為政者の関心事であり、それは食糧不足の時には、食糧を供給する地域や、パリほど関心を払われなかった地域との摩擦を生むことにもなった。アンシャン・レジーム期に試みられた取引の自由化は、統制経済同様、食糧が適正な価格で人々に行き渡るようにするということをひとつの目標としながらも、市場の統合が十分になされていないこと、天候不良による不作などの要因から、十分な成果をあげることはできなかった。そこにはまた、反対派との政治的対立や、取引業者の不正に対する民衆の強い警戒心も働いていた。革命期においても、ジロンド派は取引の自由を理念として掲げていたが、自然条件の他にも戦争による物資不足という問題が加わり、結果的には経済統制が行われることになるのである。パリ市についてみるならば、食糧供給に関しては補助金により価格を安定させようとする政策をとって、介入したのであった。
