引退競走馬(以下「引退馬」)の活用に向けて、競馬ファン(合計846名)へのアンケート調査(福島・新潟競馬場外(99名)、ウインズ石和場内(347名)、全国インターネット(400名))及び引退馬の余生の面倒をみる関係者等へのインタビューを通じ、引退馬の観光資源としての可能性を探るとともに、引退馬の余生の在り方の検討を行った。アンケート調査結果 : 1. ウインズ、インターネットとも約6割の競馬ファンが、「応援した競走馬が引退した場合、その馬に会うために観光目的で牧場等に足を運ぶ」との回答。2. 旅程について、ウインズでは「1泊2日」が35.7%と最も多く、インターネットでは「日帰り」が24.3%と最も多かった。3. 旅費について、ウインズでは「2万円以内」が31.5%と最も多く、インターネットでは片道「5千円まで」が35.4%と最も多かった。4. 競馬場外、ウインズ、インターネットとも約7割の競馬ファンが、「引退馬の余生の費用に払戻金の一部を使ってもよい」との回答。インタビュー結果 : 1. 競走馬は経済動物であるため、馬主にとって経済的価値をもたらさなくなった場合、廃用(処分)とするケースが多い。2. 引退馬の余生の面倒をみる牧場にとっては、その費用負担が大きく、観光客などへの対応にも労力を要する。3. レンタカーや大型バスで引退馬を目当てに観光客が訪問している。考察 : 引退馬を目当てに多くの競馬ファンが牧場等を訪れる可能性が高い。まとめ : 引退馬を目的とした観光旅行が成立するため、引退馬は観光資源となる。引退馬の活用に向けてはその余生を面倒みるための費用と場所の確保が課題となる。その他 : 競馬ファンの多くが、引退馬の上記費用については払戻金の一部を充てても良いと回答していることから、これらの資金を“馬の年金”として活用するなど、当面の間、引退馬の余生の面倒をみる牧場等がそれにより経済的な利益を得られるような仕組みづくりが必要と思われる。
