本研究は、ユニバーサルヘルスカバレッジの達成に必須である保健人材、特に地域保健人材に焦点を当てた研究である。地域保健人材は、保健人材の不足を補うためにサブサハラ以南のアフリカにおいて新たに育成し始めているが、彼らの業務遂行能力にはばらつきがあり、その解決が急務である。そのため、ケニア共和国において実施された「継続的な研修」と「患者追跡活動」が彼らの業務遂行能力にどのような影響を与えたのかを明確にすることを主目的とする。さらに業務遂行能力が向上した保健人材が、地域住民の健康問題解決にどの程度寄与しているかを明らかにすることを副目的とする。上記した2つの介入(継続的な研修と患者追跡活動)以外にも金銭的なサポートやスーパービジョンの実施などの介入に関する情報も加え、固定効果モデルを使って分析を行った。結果として、研修が彼らの知識だけでなく、家の訪問数を向上させることが明らかになった。ただし患者追跡活動を追加で行ったグループでは、知識の減少がみられたことから、彼らのキャパシティを考えながら、業務を委託する必要が示唆された。また金銭的サポートは、知識の向上はあまり見られず、家の訪問数のみを向上させた。また副目的を達成するために、地域保健人材がおり、パフォーマンスが高い地区とそうでない地区を比較した調査も実施した。この調査は、ユニセフが実施したMICSサーベイのデータと政府の地域保健人材に関する情報を組み合わせて行われた。結果として、地域保健人材がおり、高いパフォーマンスの地区は、下痢に対する適切な治療行動と有意に関連していた。この結果は、今後彼らのパフォーマンスを向上させたい政府やドナーにとって非常に貴重な資料になると考えられる。さらに彼らの有効性が示されたことで、より多くの資源が彼らの活動に分配され、持続的な活動が行われることが期待される。
