明治の地籍図は, 土地一筆ごとの詳細を描いており様々な分野で学術利用されている。また, 地籍調査が遅れている地域では, 現在も不動産登記の基本資料になっており, 法制度や行政からも研究が求められている。しかし, 非常に大きな地域差を抱えた資料であり, 十分に基礎研究が進んでいるとはいえない。明治の地籍図は法務局や市町村役場に備えられているが, 地図の種類や資料的性格, 作製時期や測量方法などが大きく異なっており, 府県単位の調査・検証が重要となる。本研究では資料がよく残る地域で比較分析を行い, 基礎研究を進展させるための課題点の整理を重要視した。近畿地方では各府県の土地家屋調査士会と連携して調査を進めた。その概要は, 日本土地家屋調査士会連合会研究所の報告書『近畿地方の旧公図の成り立ちに関する調査研究』(2019年3月刊行)にまとめた。各府県の地籍図を収録し, 地域差の全体像を示すことができたが, 京都府や兵庫県では廃藩置県後の府県統廃合が行われた時期に作られた地籍図が, 後の資料にも大きな影響を残しており, 旧府県の地域差が存在することが明らかになった。また, 農村と市街地で異なる地籍図が作られ, 土地の認識や境界の成り立ちなど, 個々の地域の慣習が地図に反映されている様子も確認した。東北地方では宮城県公文書館と福島県歴史資料館にまとまった資料群がある。宮城県では仙台藩独自の年貢の仕組みが地租改正で問題となり, 政府方針と異なる方法で土地測量や地図作製が行われた様子を確認した。同県の法務局の地籍図はその成果が基になっており資料分析の課題が明らかになった。福島県では, 同歴史資料館が収蔵する地籍図と法務局の地籍図の種類が異なっており, 比較検証が重要となってくる。今回の調査を通して地籍図の分類方法や種類の位置づけに問題が含まれていることも確認した。調査成果の分析を進め, 資料学構築のためのモデルケースを考えたい。
