项目摘要

『新撰姓氏録』などにより、平安時代の畿内地域社会では、渡来系氏族の比率が高かったことが知られている。彼らが政治的・社会的に果たした大きな役割については周知の通りである。同様に、畿内以外の各地域史上でも渡来人の存在が重要な意味を持ったであろうと想像される。但しその前提には、畿内勢力によって政策的に派遣され、地域支配のための機能を付与されていたと見られる点で多少意味合いの違いがあることが認識されておく必要がある。その際特に問題なのは、全体的に定点的な史料が欠如していることであり、本来南西諸島地域や北海道を含む東北地方なども視野に入れる必要があるが、現状では無理がある。当面東国地域への渡来人の政策的移住に考察対象を絞ってみると、まず時期の問題がある。律令制成立以前、(1)ミヤケの設置に伴って渡来人が移植されることがあった。上毛野地域にあっては、「緑野屯倉」の設置に伴う渡来人の移植の痕跡が、地名や氏族分布などに残されている。(2)律令制成立期にはコホリを成立させる目的で渡来人集団の移植が行われた。(3)大宝令制度下では、地域再編成に伴って渡来人が移植されたが、このことは特に8世紀前半段階では(2)の継承の面を持ち、後半段階では高倉朝臣福信のような「地域」出身の渡来人が出世したことによってはじめて可能な出来事であったと見ることができる。(1)〜(3)は化内を対象とする移住であったが、さらに時期が下ると、化外である(4)東北への渡来人の移動も見られるようになるが、これは当初の政策的移住に比べると、規模や頻度も格段に低下し、理念的・思想的な問題と関係しているとみるべきだろう。
