项目摘要

【目的】障害者雇用促進法により研究機関も含む公的機関は一定以上の障害者を雇用することが定められている。研究機関における一般管理業務や維持管理業務、研究補助業務は技術職員が従事し、定員として雇用されている。しかし、そのような管理業務を再点検してみると、多くは日々の決まって行う業務であり、作業監督者・従事者が一定の配慮をすることにより、軽度知的障害者の方でも十分に公共のために貢献できると考えられる。そこで、研究機関において円滑に就労するために必要な点についてを明らかにするため次の調査を行なった。【方法】高等養護学校(117校、回収率51.3%)ならびに研究機関(204施設、回収率36.8%)を対象にアンケートを実施した。高等養護学校へは就労にあたっての注意点や対応可能な職域について、研究機関へは職員の労働形態の推移や意識問題、具体的な作業について、主に調査した。【結果および考察】高等養護学校では雇用者側が障害の特性を理解するなど一定の配慮をすることにより雇用につながる可能性が示唆された。研究機関では実験器具の洗浄、試験動物の飼養管理の補助や施設の清掃など対応可能な場面が多くあることが明らかになった。しかし、慎重な意見も多く、事前に3者の十分な協議を行うことが雇用拡大には不可欠であると考えられた。
