本研究は戸建住宅地における外部空間の所有形態別の利用・管理・運営に着目し、住宅地レベルでのエリアマネージメントを検討するうえで居住者組織による住環境運営の活動実態を調査した。調査対象は「住まいのまちなみコンクール」受賞団地より先駆的な住環境運営に取り組んでいる居住者組織(自治会・管理組合等、住宅地の住環境運営を主体的に行っている居住者により組織された団体)とし、(1)共有地・共有財産を持たない「南千里3丁目住宅自治会」(大阪府)(2)公有地ではあるがコモンを持つ「団地管理法人諏訪野会」(福島県)(3)共有地であるコモンを持つ「青葉台ボンエルフ管理組合」(福岡県)(4)開発エリア内に開発企業の所有地のある「スゥエーデンヒルズ管理組合」(北海道)(5)共有施設をもつ「新海浜自治会」(滋賀県)(6)公有地である歩道上の植栽帯を共有する「三輪緑山管理組合」とした。居住者組織への聞き取り調査・資料調査・現地目視調査より以下の3点が確認できた。1) 居住者組織が関与する外部空間は公空間(全)・共空間((2)(3)(5)(6))・私空間((1)(5)(6))に分けることができた。2) 管理範囲は住宅地外((1)(2)(5)(6))・住宅地内(全)・私有地((1)(5)(6))と広範囲であることも確認できた。3) 住環境運営は単独組織で行われているのではなく、住環境課題により他の組織との連携もみられ、居住者組織連携((1)(6))・開発企業支援((2)(4))・行政支援型((5))・大学連携((3))による活動がなされていることがわかった。本調査では、1)2)から組織による外部空間の住環境管理・運営は土地の所有形態に関わらず広範囲で行われていることがわかった。また、私有地に対する組織の管理内容として高齢者世帯・空き家・空き区画の植栽管理を行っており、人口減少社会における空き家・空き区画化等の私有地の管理は住宅地全体の課題となることが推測できた。3)より調査対象の住宅地では他組織との連携・支援による住環境運営がなされており、柔軟な組織の改変・再編による組織運営の可能性が示唆された。
