和親開港期の箱館には再検討すべき外国人居留地の前史がある。クリミア戦争下の安政2年フランスが3ヶ月余にわたり実行寺に病兵を養生させた事実、日米協約・日蘭追加条約・日露追加条約にもとづくアメリカ人「屋敷地」が安政4年末に亀田川河口に計画された事実などである。安政5年以降の外国人居留地の成立過程は次のような矛盾の展開である。すなわちロシア艦隊の長期にわたる箱館碇泊下でロシア領事館などが山手に確定する一方で、外国貿易の開始にともなう交渉の結果、大町海岸を埋立て外国人居留地とする。しかし、ここは北前船交易の担い手である商人層の集住地域で、外国人居留地の埋立てに対する根強い抵抗があった。結局、「一区の地」として大町居留地に外国人を集めようとする箱館奉行の計画は挫折する。かくして、外国商人は大町居留地を蔵地とし、以前から仮止宿していた寺院・町家に居住し続けるという箱館特有の外国人居留地の原型が誕生する。このような姿になった根本要因は、外国貿易が開始されても在来の北前船交易を優先せざるをえない港の性格に由来する、という仮説を持っている。
