PISAショック以来、いわゆる「読解力」の定義が世界標準のものに変わり、それに対応した教育が求められている。PISA型読解力の向上には、従来のテクスト観を見直し、多様なテクストを読み解く必要がある。とりわけ、欧米では母国語教育で系統的に扱われているメディア・テクストの読解は、我が国の国語科教育で積極的に取り扱うべき喫緊の課題である。欧米のカリキュラムを参考に、義務教育9年間で系統的に学べる学習プログラムの開発を目指して研究を始めた。研究方法は、まず、主としてイギリスの母国語カリキュラムや教科書を調査し、子どもたちにメタ認知を促すアプローチや、内言を表出させる手法について学んだ。そして、テクストの種類を映像テクスト(静止画・動画)に絞り、映像の文法を分析し、その仕掛けに気づかせ、それに沿ってテクストを読み解き、熟考し、再構成して発信することを一つのまとまりとしたプログラムの開発に移った。開発にあたっては、小中連携を強く意識し、特にその接続期にあたる小学校高学年用と中学校低学年用のプログラムに力点を置いた。たとえば小学校高学年用プログラム「写真を読む」では、一枚の写真を、視点を変えながら読み解くことによって、写真の解釈が広い幅を帯びること、撮影者の意図がそこには表れること、また、写真から紡ぎ出される物語が多様なものとなることを児童に実感させ、授業以後、児童の写真との向き合い方を変化させることができた。中学校低学年用プログラム「外国人に映像で日本の四季を紹介しよう」では、映像文法を意識し、映像カットの順序性を熟考することによって、映像特有の語りが生まれ、視聴者を制作者の意図した方向に誘う効果があることを実感させることができた。静止画から出発し、静止画の連続である動画へと、読解の難度が高まっていくプログラムは、義務教育9年間の中に体系的に位置づけることができると言えよう。
