本研究は,市町村教育委員会レベルで,学校教育に関して予算面で独自の支出を行っている事業(単独事業)に限り,その全容把握を試みるものである.本研究でいう単独事業とは,地方交付税の算定基礎とならず,国庫金等の補助対象額を超えて財政支出を行う,すなわち,予算措置に関する決定権のすべてを市町村が有していると考えられるものである.調査は,全市区町村教育委員会(3226)を対象に平成10年8月に調査票を郵送した.有効回答数1300(回収率40. 3%)となっている.小学校から高等学校までの学校教育に関する何らかの単独事業を実施している市区町村は,回答があった1300市区町村中,1055市区町村(81. 2%)となっている.自由記述により回答された単独事業を類型別にまとめた結果,以下のような事業が実施されていることが確認された.(1) 補助職員等の雇用 (1)特色ある教育などのための補助職員等の雇用,(2)障害児教育のための補助職員等の雇用,(3)外国人英語指導助手の雇用,(4)図書館司書,司書補の雇用,(5)外国人児童生徒の教育,(5)帰国子女教育(2) 学校の教育活動の充実 (1)学校の活性化,(2)学校教育活動の補助,(3)放課後,休日等に学校施設を開放,(4)部活動等に助成,(5)大会出場生徒の交通費補助,(5)修学旅行の補助,(7)児童生徒の海外派遣,国際交流,(8)副読本の作成,(9)情報化の推進(3) 問題行動対策 (1)不登校児童・生徒,いじめ等の問題行動対策,(2)適応指導教室の設置,(3)教育相談室の設置,(4)スクールカウンセラーの設置(4)就学補助 (1)奨学金,就学援助金制度,(2)通学費補助
