本年度の研究目標は、1) 開発援助計画実施のための文化人類学的調査方法の特定、2) それを我が国の開発援助政策に導入する際の課題の割り出し、3) 大学・大学院における開発人類学教育のカリキュラム整備の3点にあった。これらの項目に関する研究成果は次の通りである。1) (1) 文献研究の結果、開発援助計画の中で文化人類学の貢献度が高い領域は、社会開発分野の住民組織づくりにあるという見通しを得た。(2) 住民組織づくりを理解するモデルとしてNorman Longらによるinterface論を参照し、ある組織の特徴は対面する他の組織次第で多様に変化するという方法論を重視した。これは開発援助におけるステークホールダーの相互関係を分析するモデルといえる。(3) この方法を用いて、私の既知のメキシコのマヤ系先住民族NGOの活動の多面的性格を分析し、日本民族学会(5月)、日本ラテンアメリカ学会(6月)、および国際マヤ学者会議(8月)にて研究発表を行った。2) 国際協力事業団のプロジェクト報告書等を参照し、我が国の技術協力援助活動において1)で示した住民組織調査の導入可能性を検討した。現行では、予備調査および実施中のモニターリングにおいて、丁寧な住民組織調査が系統立てて行われていないという見通しを得た。3) 地域住民組織の多面性を把握する調査方法は、開発援助政策を評価する多面的な視点の理解と不可分であるため、教育においては、開発問題を広範な視野から扱う教材を用意し、学生に比較させることが重要である。そのための教材(ビデオテープ等)を購入し、次年度以降の教育に活用する予定である。

The objectives of this year's research are: 1) identification of research methods for cultural anthropology in the implementation of development assistance programs; 2) identification of topics for the introduction of development assistance policies in China; and 3) development of anthropological education in universities and colleges. The research results related to this project have been communicated for many times. 1)(1) The results of literature research, the contribution of cultural anthropology in the development assistance program, and the contribution of social development organizations in the social development field. (2)The characteristics of indigenous organizations and the diversity of their organizations are discussed in detail. Analysis of the relationship between development assistance and development assistance (3)This methodology was used to analyze the multi-faceted nature of the activities of indigenous NGOs. The Japanese Ethnological Society (May), the Japanese Ethnological Society (June), and the International Conference of Scholars (August) conducted research and development. 2)International Cooperation Agency's report on technical cooperation assistance activities in China, etc. 1) to discuss the possibility of introducing investigations by indigenous organizations The investigation of the current and future preparations and the implementation of the investigation of the indigenous organizations have been carried out systematically. 3)The diversity of regional indigenous organizations should be grasped in the investigation method, the evaluation of development assistance policy, the understanding of multi-faceted perspectives, the indivisibility of education, the development of problems, the scope of vision, the purpose of teaching materials, the comparison of students, and the importance of teaching materials.
