项目摘要

今年度は、「持続可能な発展」の理論的基礎的研究と、その適用としてグリーンNNPの議論を中心に研究活動を行った。●まず、持続可能性の議論の基礎である、「コンスタントな効用経路」についての以下の考察を行った。(1) コンスタント効用経路は、パレート効率的と非効率的な場合があるが、効率性を保証する条件は何か。(2) コンスタントな効用経路上でハートウィックのルールは、常に成立するか(すなわち、ハートウィック・ルールの逆は成立するか)。(3) コンスタント効用経路の存在の十分条件は何か。この研究は、“On the converse of Hartwick's rule:efficient constant utility path with zero net investment and its existence"として、「1998年度環境経済世界大会」及び「1998年度日本経済学会」で報告し、現在改訂中である。●並行して、グリーンNNPが時間とともに非減少的することが、持続可能性指標として、以下の観点から評価されるかを示した。(1) 各時点での実現可能なコンスタント効用水準が、最適経路上で時間とともに非減少的であることの必要条件である。(2) 最適経路が、長期的に増加的であることの十分条件である。この研究は、“Sustainable consumption,sustainable development,and Green Net National Product"として公刊が決定している。
