项目摘要

都心流入自動車交通量抑制のためには都心部における公共交通サービス向上も重要な施策である。本研究では、循環バス導入などの都心部公共交通改善策を評価できるモデル開発のための基礎的研究として、既存のパーソントリップ調査データを用いて都心部短距離交通の特性を分析するとともに、都心部短距離交通機関分担モデルの精度について検討を行った。さらに、通勤及び業務交通を対象として交通行動実態調査及び循環バスに関する意向調査を実施し、都心循環バス路線及びサービスレベルについて検討した。都心部内々交通の機関分担モデルの精度検討では、パーソントリップ調査と独自調査によるモデルの比較からゾーン区分の細分化が必要であることが明らかになった。しかし、その他にも移動時間帯、個人属性、同行者などモデル上で考慮すべき可能性のある要因が指摘された。また、業務においては会社の意思が働くと考えられるが、自分の意思で決定しているという回答が圧倒的に多く、その場合コストも選択要因になっていることが明らかになった。都心部循環バスに対する利用意向は、通勤・業務とも回答者の8割程度と、回答者に偏りがあることを考慮しても非常に利用意向が高いことが分かった。利用意向は、現在の利用交通手段が自動車か公共交通かにはよらず、運賃よりも運行間隔の方が大きく影響する。このことから、都心部において時間的に高度なサービスレベルが確保されれば、循環バスの需要が見込まれ、さらには都心流入自動車交通量の削減が期待されることが明らかになった。
