-、 平成9年度に引き続き,園芸産地のシステム再編の現状に関する実態調査を行った。沖縄県,愛媛県(大洲市),群馬県(邑楽郡)の農協あるいは農協県連,及び農寒対して聞き取りを行った。沖縄県では遠隔地園芸産地における販売対応において,販売市場環境の変化をつかむことが重要性を増してきており,それを効率的に実現するための取り組みがはじまっていた。愛媛県では,農協の職員が大型施設設置と広域合併に伴う検討会などを通じて,非公式の情報ネットワークを構築し,新たな産地振興策を打ち出している事例がみられた。群馬県では,土地利用型農業へ傾斜していた農協が新たに園芸産地形成を試みるうえで,それまで点として存在し,独自のネットワークを築いていた園芸農家を機軸にしている事例がみられた。いずれの事例も競争市場環境や新技術と制度に関する情報を広く多元的に収集し,継続的に革新的行動を実現しようとしている点で共通していた。二、 平成9年度と平成10年度の理論的検討と実態調査の結果から,(1)園芸産地の発展には広域的かつ分散的情報ネットワークが必要とされてきていること,(2)その情報ネットワークは,特定の園芸経営や農協職員などが個人的に構築している場合が多いこと,(3)今後はそれらの限界を克服し,いかに効率的に再編するかが園芸産地の大きな課題となっていること,(4)システム再編への動きは,農協の大型合併や事業再編,卸売市場流通の変容,土地利用型農業の行き詰まり,等によって組織的な胎動が始まっていること,をあきらかにした。
