前年度に引き続き、看護有資格者の動態を把握するためのデータを全国的に調査するための方法について、1)既存のデータの有効利用、2)新たな情報インフラとして有用性が期待されているインターネットを利用した調査法、3)現段階で実現可能かつ有用性の高い全国的な看護有資格者の動態を把握するための方法、の3点について検討を行なった。1)に関しては、厚生省報告例の中のデータとして公表されてはいないが、厚生省のデータベースには都道府県別年齢階級別看護就業者数が存在することが判明し、厚生省大臣官房の協力を得て東京都と長野県について過去18年間のデータを入手した。また、従事者届をもとに都道府県が厚生省に提出するフォームが過去にさかのぼって存在していた北海道の協力を得て、過去30年間の年齢階級別就業者数を得た。これらのデータをもとに年齢階級コホート別の集計を行なった結果、看護就業者の動態は県別に異なる様相を呈していることが判明し、看護職の地域偏差や地域間移動を推測するうえで有益な資料となることがわかった。2)に関しては、実際に看護有資格者の履歴調査をウエブサイト上で展開し、その有用性について検討を行なった。その結果、2ヶ月間にアクセス件数117件、回答数6件であり、看護有資格者を対象とした調査媒体としてインターネットを利用することは、現段階では困難であると判断した。3)今までの調査より、継続的な調査を比較的低コストで行なうために、現状では従事者届や免許登録などの既存のデータ収集ルートを利用し、収集するデータ項目の追加および、免許番号による過去のデータとの関連づけという手法によって、看護有資格者の動態を把握する方法が最善であるという結論を得た。
