十州休浜同盟は、近世において藩領国を超えた塩業経営者の集まりとして、特筆すべき問題であり、単に塩業史の問題だけでなく、近世社会を展望する上でも重要なテーマであるといえる。平成12年度は、これまで調査・発表したものが成果として結実したといえよう。「十州休浜同盟の展開と芸備塩田」は、塩業者間の紐帯の弛緩する様子について、生口浜(現広島県瀬戸田町)の増稼一件を素材として検討したものである。塩業経営者の紐帯のありかたとして藩領国や郡などといった行政的な枠組みが重要な意味があることを指摘している。休浜同盟の実施の中、製塩業の合理化は燃料転換と労働者のリストラの二つが対応策であった。しかし、薪炭から石炭への転換の中、石炭の灰塵により地域社会の影響を招くことになり、多くの反対運動が見られる。「近代成立期、煙害訴訟における国家の対応と地域社会」は、かかる点を明らかにし、国家の対応を示したものである。また、「幕末〜明治期における塩浜労働者」では、幕末から明治期にかけて塩浜労働者の雇用の変化が塩業経営とどのような関連があるかを示したものである。これまでの塩業経営の問題は地主制の問題から検討されてきたといえる。しかし、今回の成果から、塩業経営のありかたを展望する上でも、近世後期に成立した十州休浜同盟が重要な意味があったことを明らかになった。今回の研究成果を踏まえつつ、今年度以降は、十州休浜同盟の性格から近代専売制を展望することができればと考える。
