项目摘要

本研究は、征韓論政変から佐賀の乱に至る時期における士族の動向を全般的に把握し、近代日本の対外観に著しい影響を及ぼした征韓論の形成過程を検討することを目的とした。平成12年度も昨年度につづいて基本資料の収集につとめた。(1)征韓論政変および佐賀の乱に関する文献を収集し、基本的な情報の確保に努めた。(2)昨年度に収集した、国立国会図書館憲政資料室所蔵の史料にくわえ、神宮文庫所蔵三条家文書に含まれる、太政大臣三条実美宛の報告書類を分析し、政府側が把握した征韓論政変から佐賀の乱にかけての国内状況の分析をすすめた。(3)昨年度に収集した史料の解読、整理をすすめ、征韓論の展開や佐賀の乱勃発の経緯を詳細に分析した。以上の研究により、征韓論政変を契機に外征論が全国の士族に強い反響を呼んだこと、政府は佐賀県当局と征韓・憂国両派との対立状況から佐賀士族の鎮圧を早期に意図していたこと、佐賀の乱は状況次第ではより広範な地域での暴動に拡大する危険性があったことを明らかにすることができた。また、征韓論に関しては、即時征韓論を主唱する士族はかならずしも朝鮮の現状に対する知識を持っていたわけではなく、現実の政治状況に対する不満を対外問題に結び付けたに過ぎないが、内乱の主体となりうる勢力であるだけに、政府の外交政策を拘束した状況について、新たな知見が得らた。その成果は昨年度公表の論文にただちに適用した。
