本研究では、OSCE(欧州安全保障協力機構)のレジームにおいて、紛争予防の側面で西欧諸国とNGOの各々の果たした機能と相互関係について分析を行った。その結果、次のことが明らかになった。(1)西欧諸国は、OSCEの常任理事会を中心にして、紛争予防のための情報収集、そしてそれにもとづく情報共有機能に有している。しかし紛争予防のための現地からの情報の収集能力はNGOに比べると相対的に弱い。(2)NGOは、現地にもネットワークがあることを強みにして、紛争予防のための情報収集の体制を確立している。NGOは自ら得た情報を西欧諸国に伝達することによって、自らの目標の実現を間接的に遂げる。(3)西欧諸国は、NGOから得た情報をOSCEの場で共有し、紛争予防の行動の際の重要な情報源として活用している。(4)西欧諸国とNGO間の情報をめぐる信頼関係は拡大しつつあり、相互依存状況が確認される。(5)しかし、東欧諸国やロシアとNGOの間には今のところ、西欧諸国とNGOの間ほどの有機的な関係は見出せない。また西欧諸国とNGOの間でも情報提供の方法等について必ずしも制度化されていない側面がある。以上のことから、予防外交に果たす西欧諸国とNGOとの相互関係の拡大現象が発見することができる。そしてそのことによって、より効果的な予防外交が実現されている。また

This study analyzes the relationship between the functions of NGO in Western European countries and the relationship between them. The result is that the second time, the second time, the third time. (4)Information and communication between NGOs in Western Europe are not easy to understand, and interdependence is recognized. (5)The organic relationship between NGOs in Eastern European countries and Western European countries has been revealed. Western European countries and NGOs have to institutionalize their methods of providing information. The above-mentioned foreign relations and NGO relations between Western European countries have become a major phenomenon.
