本研究の目的は、日本の公企業(特殊法人)を行政史の観点から描くことにある。本年度は、昨年度の研究実績を踏まえ行政学の視点から(1)歴史的事実を正しく確定すること(2)歴史的事実の意味付けを行うこと、を主として研究を実施した。「(1)」については、昨年度収集した戦時期から戦後復興期にかけての資料を精読し、整理した。ここでは、公企業を政府の行政手法と捉えることで歴史的事実の確定を試みた。こうした作業を進めるなかで5月と10月に国立公文書館、国立国会図書館などで再調査を行い、また7月から8月にかけて東北で資料収集を実施した。このうち東北では、鶴岡市立図書館(石原莞爾資料:日満財政経済研究会)、山形県立図書館(池田成彬日記)、結城豊太郎記念館(臨雲文庫:大東亜建設審議会関係)、水沢市立後藤新平記念館(満鉄関係)において戦時期の事実を確定する資料を新たに見出すことができた。以上と並行しつつ「(2)」を実施した。ここでは、行政手法としての公企業がどのような論理を持ち、それを官僚制がどのように活用したのかという視角から研究を行った。その結果、今日の公企業の原型が生成された時期にあたる戦時期から戦後復興期にかけての展開は、これまでいわれてきたような単純なものでなく、極めて複雑なものであることが明らかとなった。
