本研究では特定地域の65歳以上の高齢者に対し、公的介護保険の導入前後である1999年7月と2000年7月の2時点で実施した介護需要に関する調査(「公的介護保険に関する住民意識・実態把握のためのアンケート調査」)にもとづいて介護サービス、家事サービス、巡回入浴サービス、訪問看護サービス、給食サービスの需要に関して分析を行った。その際にマーケティングでよく用いられるConjoint Analysisを用いた。また、推定はrandom effectを含むポアソン推定法を用いた。推定の結果、いずれの場合でも需要曲線は右下がりである事が確認された。また、1999年と2000年の間で、需要のシフトが確認された。有意な場合では、家事サービスでは約半減、介護や看護は約3倍になっている。さらに、この推定結果を用いて、市場均衡分析を行った。標本を実際に要介護認定を受けた高齢者に限定した場合には、均衡価格は介護報酬に基づく自己負担の2〜20倍、現在の供給量は需要の1/3も満たせない事が明らかになった。さらに、消費者余剰の損失は日本全体で年間、介護や家事サービス、訪問看護サービス合わせて2兆円前後生じていると推測されることが明らかにされた。
