项目摘要

当該地域の歴史的考察によって、この山村は「異質な」人たちに対して閉鎖的・排他的な社会ではなく、むしろ「異質な」人たちが積極的な役割を果たしてきた地域だったことが明らかになった。きわめて逆説的であるが、当村は昭和10年には農村更生協会の指定村に指定された「窮乏村」であったために、かえって異質な人びとが交わる場所になった。例えば、毎年の洪水の度隣村からやって来た救援の手、農業指導のため駐在した小作官、「救村」を掲げてやってきたアメリカ人宣教師、賀川豊彦の「神の国運動」などが村に流入し、逆に出稼ぎ、「娘身売り」、奉公などという形で村人は村外に流出した。その中で特に重要な役割を担ったのはクリスチャンである。昭和初期の困窮から脱するため、賀川の「神の国運動」に共鳴した村の幾人かの若者が異教であるキリスト教に改宗し、宗教を道具として用い、貧しい村の変革をめざした。例えば、立体農業、産業組合の創設、幼稚園の設立、青年団活動の組織化など具体的な戦略をとって村の建てなおしを図った。以上のことは、歴史的文脈における多文化混交を土台にした社会運動といえる。この文脈の延長線上に、これまでとは質が異なる今日的な多文化共生の課題が生じている。今日の当村における外国人妻の受け入れや多文化主義のシンボルになっている韓国文化のテーマパーク「高麗館」の建設も、同村と韓国のクリスチャン同士の草の根レベルでの歴史的交流がその端緒となっている。そもそも同村は「韓国人妻」の受け入れ以前から同村と韓国のある村のクリスチャン同士の交流が行われており、それがキムチの特産品化や、高麗館の建設につながってきたのだ。このような歴史的経緯を看過しては、今日の多文化主義/施策の問題を考えることは困難である。
