项目摘要

曽田三郎編著『近代中国と日本提携と敵対の半世紀』(御茶の水書房、2001年3月)の第二章「華北における近代銀行業と銀号」を執筆し、1920年代の銀行経営が公債投資に偏倚していたのではなく、土着金融機関と競合しつつ商工業に対する信用貸付けを積極的に行っていたことを明らかにした。平成12年11月には、広島史学研究大会において「南京国民政府期の公債政策と銀行資本」と題する研究発表を行い、公債引受銀行の推移を通じて、公債政策の銀行統制的側面について問題提起をした。平成13年7月には広島中国近代史研究会において、公債整理政策に対する産業資本側の対応も視野に入れた研究発表を行った。これらの研究発表をふまえ、1930年代の恐慌下において、銀行資本にとって公債は有利な投資対象としてのみではなく、貸付担保品としての重要性が増したこと、不動産価格の下落により公債を担保とした信用供与システムの構築が目指されたこと、1936年の公債整理が新しいシステムの構築の障害となる公債投機を防止する役割を果たしたことなどを考察した論文を名古屋学院大学論集(2002年7月刊行)に発表する予定である。また、本研究と直接関る研究として、糸業公債等の建設公債の実態と意義に関する論文を現在準備中である。本研究を実施するうえで極めて貴重な資料である『上海市銀行商業同業公会全宗档案』(マイクロフィルム53巻)を平成13年4月に上海市档案館より購入したが、大部な資料であるためまだ十分に目を通せないでおり、研究の進捗は当初の予定より大幅に遅れている。しかし、建設公債に関する研究論文も平成14年度中には執筆・発表できる予定である。
