宅地供給を目的とする新市街地型の土地区画整理事業地区内において,地主による土地の留保,商業系や業務系の建物の無秩序な立地といった要因により,当初の土地利用計画と乖離した立地状況が生じている.そのため,土地区画整理事業の本来の目的が阻害され,良好な住環境の形成が妨げられている.地区計画策定時にあらかじめ立地シミュレーションにより計画の評価が可能になるならば,このような状況を避けることは可能となるだろう.そこで,本研究では,熊本市南部第一土地区画整理地区を分析対象として,各用途の立地行動をミクロに表現する立地シミュレーションモデルの開発を行なった.モデルの推定には,1981〜1998年の18年間の当該地区の立地動向データを用いた.開発したシミュレーションモデルにより,1992〜1998年の7年間について現況再現性の検証を行なった.その結果,対象地域全域で高い現象再現性を得ることができた.特に,同種の用途が集積して立地する集積立地性や虫食い状態の空地の再現など可能となった.以前行なった立地特性分析の結果と今回のシミュレーションの結果より,新市街地型の土地区画整理事業地区で良好な住宅市街地を形成するには,事業既成後初期の段階で誘導的に住宅を集積させて立地させることが有効であることが分かった.今後はシミュレーションの精度を客観的に判断するための空間分布の適合性に関する指標の開発に取り組んで行く必要がある.

The purpose of land supply is to develop new urban land use planning and land consolidation business areas. The original purpose of the land consolidation business is to prevent the formation of a good living environment. District planning time, site, evaluation of the plan, possibility, avoidance, possibility, etc. This study is aimed at analyzing the first land consolidation area in southern Kumamoto City, and developing site activities for various uses. The site movement of the area during the 18 years from 1981 to 1998 was estimated. During the seven years from 1992 to 1998, the reproducibility of the current situation was examined. The results show that the reproducibility of the phenomenon is high in the whole region. In particular, the use of the same species is concentrated on the site, and the reproduction of the site is possible. According to the results of previous site characteristics analysis and the results of this year's survey, if a good residential city and street land is formed in a new street-type land planning and consolidation business area, it will be effective to concentrate the houses in the early stages after the business is completed. In the future, it is necessary to determine the accuracy of the system and the suitability of the spatial distribution of the system.
