项目摘要

関税割当制度の下での段階的な関税水準の引き下げとアクセス数量の拡大がWTO次期農業交渉の中心的議題になると予想されているが,WTO加盟国の大半が採用している従価税や複合税の体系と関税割当制度等を組み込んだ国際貿易モデルの開発は,今後の国際農産物市場の動向を予測する上で不可欠であり,いま世界的課題となっている.本研究では複雑な関税システムを導入した国際貿易空間均衡モデルをOECD等の多くの国際機関に先駆けて展開し,昨年度においてそのモデルの解の存在証明と次のような諸政策下の国際乳製品市場の計量的分析を行った.そして、本年度、その研究成果の出版活動等を行った。1.国際商品協定や生産国同盟(カルテル)における販売数量の調整や輸出価格の調整,特に輸出価格と最低輸出価格制度を一般化し,輸出割当と最低輸出価格制度を考慮しうる国際貿易空間均衡モデルの展開を試みた.2.線形相補性問題に必ず解が存在するという一般的かつ数学的な証明とまたそのアルゴリズムについて考察した.3.輸出補助金政策が国際競争にどのような影響を及ぼすのかその競争のメカニズムと影響について計量的な分析を行った.

The introduction of tariff levels at the lower levels of the tariff regime and the increase in the number of tariffs have become central issues in the WTO's agricultural trade in the second period. Most of the WTO member countries have adopted the tariff regime, the compound tax system, the tariff regime, etc. to organize international trade and the development of international agricultural markets in the future. This study aims at introducing tariff system into international trade spatial equilibrium and analyzing the measurement of international dairy products market under various policies. This year, we will publish our research results. 1. International commodity agreements (ICAs), alliances of producers (CPAs), adjustments in sales volumes, adjustments in export standards, in particular export standards and minimum export standards, have been generalized. 2. Linear Complementarity Problem: The Existence of Solutions; General Mathematical Proof; Investigation; 3. Quantitative Analysis of the Impact of Export Subsidy Policy on International Competition.
