项目摘要

(1)地域の災害文化と伝統的な災害対応の洗い出しと整理古民家が数多く残る集落,伝統的な町並の残る集落として,青森県黒石市・弘前市,において,1)民家の構造的特徴,2)当該家屋での(伝承を含む)防災対策,3)集落での防災対策,4)災害履歴,5)集落共有財産の有無とその利用方法を民家の所有者などに対して聞き取り調査を行った。また,祭りなどの地域に残る伝統行事とそれらに対応する集落組織に関しても聞き取り調査と資料収集を行った。(2)災害対応を可能とする地域資源の見直し調査対象地の地域防災計画や要覧・市町村史などの資料を収集し,防災対策や歴史などの地域的特色に関して分析を行った。また,人口や調査集落の災害対応を可能とする資源を1)人的資源,2)物的資源,3)施設資源,4)資金資源に分け整理を行った。宮崎県及び鹿児島県においては,地域の森林資源を活用した地域づくり・まちづくりの実態調査を行った。(3)防災対策策定支援ツールの開発に向けて(1)(2)及びこれまでの成果をふまえて,1)地理的条件(地形・気候・地盤など),2)社会的条件(人口・産業),3)歴史的条件(城下町・町人町など),4)文化的条件(祭りや芸能・地域組織),5)災害履歴を大分類項目にデータを整理し,現在の防災計画に組み込み可能となる防災対策の策定支援ツールに求められる機能と要求仕様を整理した。
