本研究は、ガバナンスと従業員参加は労使間および社会的コンセンサスを通じて互いに結びついているという仮設に立ち、ガバナンスと従業員参加を構成する諸制度と労・使・政の政策およびそれを根底で支えるコンセンサスの構造を分析することを通じて、韓国の「財閥」企業におけるガバナンスと従業員参加の相互関係を究明し、その望ましい結合様式を模索しようとするものである。関連資料の検討と関係者への聞き取り調査を通じて明らかになった知見をまとめると、(1)金融危機以降、ガバナンス構造が株主中心に変わるなか、三星、現代など構造調整を迫られた「財閥」グループのほかに、国民銀行など民営化を推し進められた金融グループにおいても、短期実績を重視する政策が前面に浮上した。(2)但し、この政策は、関連制度との整合性がとれず、なお労使間のコンセンサスが確立していないなかで、いまだ流動的な様相を示している。(3)制度的にクリティカルな問題の一つは、中年以降の雇用保障である。成果主義の導入とともに昇進のスピードはより速くなり、退職の時期もより早くなった。これは一部の層に昇進競争のインセンティブを高めたものの、企業グループ内の人事異動が狭まれ、なお企業を超えた労働市場が発達していない現状のなかでは、中年以降の雇用不安をあおる原因となった。(4)故に、従業員のなかでは、むしろ能力と努力を平均水準にコントロールし、長い期間会社に努めようとする行動様式や(ホワイトカラーの場合)、成果連動の報酬よりは時間外手当の増額などで給与を増やそうとする行動様式(ブルーカラーの場合)が観察された。(5)よって、成果主義のコンセンサスを獲得するためには、イ)労働者自らが自分のコンピテンシーを自由に販売できる労働市場を発達させるか、ロ)または経営に関するより広い従業員参加を促す、制度的・政策的努力が求められるといえる。
