1.公共施設マネジメントの方向性「公共施設の管理は官」という暗黙の前提が、これまでは社会全体で共有されていた。しかし、地域社会の利便に供するという公共施設の本来の性格から考えれば、その前提を根本から変え、社会全体で運営するものと認識する必要がある。指定管理者制度や市場化テスト等、公共サービスの民間開放への動きが最近始まっているが、公共施設の機能を確保しつつ継続性を担保するためには、新しく管理主体となる組織における経営的なマネジメント能力が要求される。2.コミュニティ・ビジネスへの発展性公共施設マネジメントを独立したビジネスとして成立させることは、非常に厳しい面があるが、既存の行政主体による管理と比較すると、コスト面をはじめ、地域経営上のメリットは大きい。厳しい採算性を言い訳として受け容れるのではなく、むしろ逆に、一定のエントリーレベルの若年就業者を継続雇用することを前提としてビジネスを構築していくことが、むしろ成功への条件である。また別の条件として、個別の管理組織を支援する「中間支援組織」の拡充についても、社会全体で取り組んでいくことが挙げられる。以上の点については、海外組織(米国の中心市街地活性化、大規模公園管理)への事例調査等を通じて、十分に実現性の有ることが明らかとなった。3.課題点神戸市北区で計画中の国営公園における計画プロセスのケーススタディに基づく分析を踏まえ、経営的に成立させるという財務面の課題だけでなく、むしろ地域社会に公的なサービスとして貢献するための大きな方向性として、明確な成果指標と基本的なミッションの共有を関係者間で確実に行っておくことが、コミュニティ・ビジネスと呼べる水準への発展の要件であると指摘出来る。このためには、非営利組織において、経営戦略論、組織論上のノウハウをさらに蓄積・発展させていく必要がある。
