本研究の課題は、メキシコの多文化主義的教育を教条的になぞることではなく、その実践のなかに見え隠れする「綻び」の原因を明らかにすることであった。そこで、研究代表者らは初年度には、教育現場で使われる教科書の分析を多文化主義、多文化共生に注目して行い、2年目には先住民文化と国民文化とがどのように関係づけられ、それがインディヘニスモに裏づけられたメキシコ版多文化主義を基盤とする国民国家の形成にどのような形でかかわるかを公立小中学校の教員からの聞き取り調査をもとに見てきた。その結果、生徒と最も接触の多い教員に注目すると、彼らの語る多文化教育の理念と実践との問に大きな乖離があり、それは教育環境を整えるための財政支援不足ゆえのことであるという認識があることが分かった。研究期間のうちの2年を教育現場を中心に調査研究を進めてきたが、最終年度の今年は、その問題を国がどのように認識しているかを教育行政に直接携わり、自ら政策を立案し実践していく国民教育省(SEP)の官僚からの聞き取りにより調査した。そこで明らかになったのは、これまでに幾度となく多文化教育の理念を練り直され、それが啓蒙活動に利用できるような形で冊子、著作として纏められ教員や保護者に無料配布されてきたこと、またその理念に合わせたさまざまな副教材が作成され、教育現場で使用されていること、しかし、そうした実践のための膨大な人的・財政負担(近年、減少傾向にはあるが)にもかかわらず、期待されるような結果が出ていないという厳しい現状があること、その原因は、然るべき教授法を身につけた教員がほとんどいないという点を教育省の官僚らが認めていることなどであった。要するに、「綻び」は教育現場でも官庁でも共通に認識されているが、前者では予算不足を原因とし、後者では現場の教員に責任を転嫁しているように見える。もちろん「綻び」の責任の所在がどこにあるかが問題ではなく、それにどのように対処すべきかが重要である。そのためには、立場を超え、多文化教育の「綻び」に真摯に向き合う必要と思われる。本研究を実施する中で研究代表者らにとって驚きであったのは、多文化教育の理念に関する研究は膨大にあるのに、その「綻び」に関してはほとんどなかった、という点である。この問題の分析は、まだ始まったばかりということである。なお本研究では、家庭教育にも注目し、家庭学習用として安価で売り出されているモノグラフィアにも注目した。
