本研究では、地域が主体的に行うエリアマネジメント(地区経営)に着目した都市・地域再生のあり方を科学的、政策的に探求する。海外諸国におけるエリアマネジメントの実施例を解析し、日本型エリアマネジメントのシステム構築を行う。法制度上の課題を整理し、日本型地区経営手法を提案する。日本においてパイロット地域を選定し、プロトタイプモデルの設計とシミュレーションを行う。エリアマネジメントの社会経済システムへの組み込みが、我が国の都市・地域再生政策にもたらすルネッサンス的展開の可能性、持続性及びその社会的有意義性を示すことを意図している。平成18年度では、都市計画法、建築基準法、区分所有法など具体的な社会制度に関する情報収集と整理を行った。地区経営事業の手法について、事業評価、合意形成、地域情報管理などの観点から事例解析を行った。特に、多摩ニュータウンの駅前地区管理、江東区豊洲地域・深川地域のエリアマネジメントの事例について調査を行い、その成功要因の解析を行った。エリアマネジメント研究会を実施し、専門家(都市計画、マンション経営、地区経営、都市デザイン、都市建築)からエリアマネジメントに関する知識提供を受けた。研究全体の総括を行い、エリアエリアマネジメントの定義、海外事例、既存制度、我が国の先端事例、及び今後の課題と提言についてとりまとめ、研究成果報告書を作成した。
