1 日本の障害児教育に係る学校経費(支出)の現状日本における障害児教育の経費は,地方教育費として(1)人件費,(2)教育活動費,(3)管理費,(4)補助活動費,(5)所定支払金,(6)土地費,(7)建築費,(8)設備・備品費,(9)図書購入費があることが分かった。また障害のある子どもに(10)特別支援教育就学奨励費があることが分かった。平成16年会計年度では,盲聾養護学校一人当たりの経費は約879万円(8,785,322円),中学校生徒一人当たりは約103万円(1,032,028円)小学校児童生徒一人当たりは約90万(901,573円)である。日本の障害児の教育経費と,小中学校の教育費の比率は,障:中:小=879:103:90となっている。2 イギリスにおける障害児の教育経費バーミンガムにおいて,特殊学校・小中学校との教育経費・内容に関する実地調査を行った。支出経費として(1)人件費(教職員),(2)教育支援関連(教育委員会の支援サービス活用料等),(2)必要経費(ガス代金,掃除等),(3)教育活動費(プール使用料,給食等),その他に評議委員会の費用など支出があることが分かった。教育経費は,特殊学校の障害児一人当たりの経費は14,708ポンド(約353万円 H18,1£=240円換算),中学校一人当たり4,008ポンド(約96万円),小学校一人当たり3,239ポンド(約78万円),中学校で障害児の教育(リソース活用)を受けている生徒一人当たりは14,286ポンド(約343万円),小学校で障害児の教育を受けている児童一人当たりは18,085ポンド(約434万円)であった。障:中:小=353:96:78という結果となった。日本では,小中学校で学習する障害児の経費については統計データが無いが,イギリスのバーミンガムでは,特殊学校の児童生徒よりも,中学校のリソースを活用する障害児の経費の方が,高額であることが分かった。
