项目摘要

本年度も、本研究課題に関わる文献資料(主として仏文)の収集に努めると共に、9月下旬にフランス・ボルドー市およびレンヌ市を訪問し、現地調査及び研究打ち合わせを行い、それを受けて二つの議会議員へのアンケート調査を実施し、日仏両国の広域行政についての比較検討を行う論文を執筆した。(1)まず、アキテーヌ州庁及び州議会を訪問し州の行政施策関連の資料を収集するとともに、この際に得られた知見も参考にして、ボルドー政治大学地方政治研究センターの教育スタッフである、Vincent Hoffmann-Maritinot,及びJacques Palardの各氏と協議を行った。(2)次いで、ブルターニュ州の州都、レンヌ市を訪問し、州庁及び州議会において関連資料の収集を行った。この二つの州を選定した理由は、自治体としての州を構成する県の存立の態様(歴史、社会経済的状況及び行政区域の設定)、及び1960年代以降の地域主義運動のエネルギーの対照性にある。聴き取り及び文献調査によって、両州議員の意識の違いが明らかになった。(3)この違いを実証的に確認するため、上記(1)の協議を経て作成し、帰国後再調整した両州議会議員への質問票を、ボルドー政治大学のVincent Hoffmann-Maritinotの手をかりて、両州議会議長宛に送付した。現在、その質問票へ回答の送付を待機している段階である。(4)研究成果の一つは、現在日本で進行中の「道州制」論議と、フランスの「レジオナリスム」の歴史・現状を比較検討した論文である。この研究の意味は、しばしば先行事例として取りあげられるフランスのレジオナリスムと日本の道州制が、制度の組み方、国の出先機関との関係、制度改革を支える国民的運動、国際環境等において、少なからぬ相違があることを明らかにしたことにある。
