项目摘要

リバタリアニズムとは、現代正義論を語る際に無視することのできない思想的立場であると同時に、民営化・規制緩和政策などを推進する「小さな政府」論の理論的基礎を提供する政治哲学でもある。これまで筆者は、個人の自由を非妥協的に擁護し、私有財産制度や自由競争市場を最大限尊重するリバタリアニズムの自由主義哲学を概観し、殊にリバタリアニズム陣営内の論争に着眼して、最小国家論と無政府資本主義との間の対立について論じてきた。今回の研究プロジェクトでは、近代国民国家の衰退と共に、戦争も含めて、かつて国家の正常な守備範囲内と目されてきた機能を果たすため、市場メカニズムをはじめ公共部門以外の部門が積極的に活用されるようになったことに着眼し、環境問題に取り組む市場メカニズムを分析することとした。市場原理の導入で公共財などの財やサーヴィス供給の改善や効率化、合理化がはかられている中で、環境問題や絶滅の危機に瀕している動植物の保護など、市場があたかも公共部門によって解決することのできない多種多様な問題を解決する万能薬と看做すことができるかどうかを検討してきた。そのためにも、従来注目されてきたエコ・ツーリズムなどといった事例ではなく、国立公園の民営化および絶滅の危機に瀕する植物の繁殖・販売を請け負う民間企業のような事例を取り上げることとした。研究の結果は、リバタリアニズム理論という理論枠組を更に展開する形で研究論文としてまとめられてきた。近刊のものを含めて、今年、来年に数本の学術論文が公になる予定である。
