平成3年1月に開催された国際研究会議『国内変動と国際システム』における討論を通じて明らかになったシステム変化の要因に関する三つの異なった立場((1)技術革新や経済発展などの構造的要因を重視する立場、(2)国家政策などに反映される人間の意志や思想の変化に着目する立場、および(3)社会レベルおよび脱国家レベルでの変化を重視する立場)を幾つかの地域あるいは国家に適用しながら実証的に比較分析することによってそれぞれの方法論的長短を探ると同時に、これからの国際関係論、国際政治経済論、比較政治学、比較社会学などの各分野における研究の方向を見定め、方法論の改良を進めることが本研究計画の最終年度における目標であった。そのような目的をもっておこなわれた主要な研究報告としては「韓国とラテンアメリカの社会・経済的発展の比較」(今井)、「ソ連におけるペレストロイカ」(蝋山、綿貫)、「日本の“平和主義"ー国際安全保障とPKO問題」(蝋山)、「冷戦の終焉と安全保障問題の変質」(納家)、「北方領土問題ー第二次大戦末期の米ソ密約」(三輪)などである。しかし、最終年度における本研究計画は、予期せぬ二つの出来事によってその進行に大きな打撃を受けた。第一は、本計画の立案にあたって指導的役割を演じた緒方教授が国連難民高等弁務官に任命されて本学を去り、また政治経済分野の担当者である川田侃教授が学術会議の副会長に選任され、研究活動を一時休止しなければならなくなったことである。第二は、昨年8月のソ連における保守派ク-デタ-の失敗によってソ連邦が消滅し、国際政治状況が一段と流動性を増すとともに予測可能性が著しく低下したために、幾つかの研究分野で計画が修正を迫られる結果となり、研究のまとめは、最終年度を超えて平成4年度に持越されざるをえなくなった。別途研究資金を調達し、完成を目指す所存である。

In January 2003, the International Research Conference "Domestic and International Dynamics" was held to discuss the three different positions on the key causes of technological innovation and development,(1) the important causes of technological innovation and development, and (2) the position of national policy and reflection on the transformation of human will and thought.(3) Social relations, international political theory, comparative politics, comparative sociology, and other fields of research. Methodological improvements are needed to achieve the goals of the final year of the project. Major research reports include "Comparison of Social and Economic Development in Korea"(Imai),"Reconciliation of Social and Economic Development in Korea"(Miansuke),"Japan's" Peace Doctrine "-International PKO Issues"(Miansuke),"Cold War and Quality of Security Issues"(Najia),"Northern Territory Question-The Second Great War's End of Mi Contract"(three rounds). This research plan is expected to be completed in the final year. The first is to appoint Professor Ogata as Senior Secretary of the Ministry of Education and Political Affairs, and vice president of the academic conference. Second, last August, the conservative party failed to establish a good alliance, the international political situation for a period of time to increase the possibility of forecasting, the research division plan for the revision of the results, the research for the final year, the continuation of the fourth year. Other research funds will be transferred and completed.
